Development of rights-based social services for persons with disabilities and the elderly

The project focused on the development of social services that promote and respect the social, cultural and economic rights of vulnerable people.

Project results - rights-based social service research was conducted; Packages of internal organizational documents of social services for elderly and disabled persons were created and issued: quality management manual, case management manual, limitation document, various tools and organizational manuals; 57 representatives of social service provider organizations were trained on rights-based social service planning, delivery and evaluation. Rights-based social services were piloted in 7 municipalities. Supportive monitoring was provided to 8 organizations providing social services. Rights-based social services were integrated into bachelor's and master's programs of social work, reading materials were created; monitoring of the implementation of social work and an advocacy campaign were carried out, 3 shadow reports were issued; A state standard for rights-based social services was created and issued. The first national conference on rights-based social services was held.
